January 7, 2020 - Nairobi County's acting County Secretary, Simon Morintat, has been summoned by the Ethics and Anti-Corruption Commission (EACC) to provide information regarding the tender for the construction of four stadia at Sh1.2 billion.
The EACC is investigating allegations of corruption and procurement irregularities in the award of the tender for the construction of the four stadia, namely Dandora, Kawangware, Kihumbuini, and Ziwani.
According to a letter dated January 6, 2020, from EACC CEO Twalib Mbara to Morintat, the commission is seeking relevant documentation to establish whether the procurement process was above board.
The tender was awarded to M/S Scanjet Construction Limited during the 2017/18 financial year, and the stadia were to be completed within 18 months from the date of the award. However, they are yet to be completed despite the monies having been paid.
The EACC is also seeking to confirm whether public funds were used properly in the project.
“The EACC is conducting investigations into allegations of corruption and procurement irregularities in the award of the tender for construction of the four stadia. The commission believes that you have information that can assist in the said investigations,” Mr Twalib says in the letter.
The documents sought by the EACC include minutes of the County cabinet meeting held on April 26, 2019, and M/s Scanjet Construction bid document.
Also required is Engineer’s cost estimates for the whole project, a request to vary the contract from either client or contractor, and a signed varied contract incorporating the changes to the contract.
The investigations by EACC follow recommendations by the Public Procurement Regulatory Authority (PPRA) after it questioned the tendering process and standards of the work already done on the stadia.
