On December 22, 2019, the National Assembly directed the Treasury to develop a framework addressing challenges in donor-funded projects within three months.
This move comes as a welcome development, as reports indicate that hundreds of millions of shillings have remained unutilized due to the failure to fully absorb donor funds.
According to available data, Sh1.05 billion from Sh2.03 billion allocated by the Global Fund to Kenya in 2017 has not been utilized, representing 52 percent budget under-absorption.
It is worrying that despite the country's yearning for development funds, there is a slow absorption of funds donated for the same.
