Devolution Under Threat in Kenya ¶
Seneta Kipchumba Murkomen has raised concerns that the devolution system in Kenya is under threat, with the DCI and EACC being used to end the system.
Speaking in Baringo on December 22, 2019, Murkomen said that the current situation is similar to the one that occurred during the Jomo Kenyatta era in 1963, where the government used county councils to end devolution.
"Wacha niwaambiwe kutoka Baringo na mnisikie, mnamo mwaka wa 1963 tulikuwa na ugatuzi dhabiti lakini pole pole tu kupitia njia ambazo naziona hii leo kaunti zilipigwa vita kupitia utawala wa mkoa na baada ya miaka mitatu zilikuwa zimefungwa," Murkomen said.
Murkomen accused the DCI and EACC of being used to end devolution, saying that the current situation is a threat to the system.
"Aki mtaniambia hii njama inayoendelea ikisema ni kupigana na ufisadi, mtaona baada ya miaka miwili, kaunti zitafungwa," Murkomen said.
Murkomen also accused the Senate of failing to protect devolution, saying that the chamber has failed to defend the system.
"Mnajua mnaongea mambo mingi eti ooh sijui Murkomen alienda kortini kusimama na Sonko, wajibu wa kwanza wa seneti kulingana na kipengee cha 196 cha katiba ni kulinda ugatuzi, endeni msome katiba," Murkomen said.
Murkomen also accused the BBI of being used to end devolution, saying that the handisheki is a threat to the system.
"Nilikuwa na mwingine Homa Bay alisema tunaona DCI na EACC tunaanza kutetemeka, saa hii ata kipaza sauti hatutaki," Murkomen said.
