On December 16, 2019, Interior Cabinet Secretary Fred Matiang'i announced plans to introduce cadets in the merged National Police Service as part of ongoing modernisation and reforms.

According to Matiang'i, selected police officers from the service would be trained as cadets for special duties, with the first team set to begin an eight-month course in the new year.

The training, which will be tailored to meet the dynamics of contemporary policing, aims to sharpen the skills, attitude, and knowledge of police officers.

As part of the reforms, future training programmes for police will incorporate a compulsory component of information and communications technology education to hasten digital transition and prepare officers for duty in a modern dynamic environment.

The realignment of the National Police Service structure, ordered by President Uhuru Kenyatta in September 2018, targets the integration of 2,400 officers into the Kenya Police Service.

At the graduation of 1,224 officers at the Kiganjo Police Training College, Matiang'i was accompanied by Inspector General of Police Hillary Mutyambai, his deputies, and other senior officials.
