On December 16, 2019, a task force constituted by ICT CS Joe Mucheru to enhance government information and public communications submitted a far-reaching report.

The 96-page report, titled 'Winning Public Trust,' proposes the reorganization of government public communications architecture and the creation of a national Government Communications and Information Service (GCIS).

The task force, chaired by David Makali, also recommends transforming KBC into a public broadcaster by amending the law to clearly specify its role and obligations.

MyGov newspaper should be rebranded and distributed as an insert in mainstream papers and government offices across the country, according to the report.

The task force conducted a desk review of relevant policies and laws, studied public and government communications worldwide, and held focus group discussions with media practitioners.

Key findings include declining trust in public communication and institutions, a lack of coherent government communication strategy, and limited appreciation of information's potential to drive socio-economic progress.

The report proposes strategic public communication management as part of decision-making processes to contribute to effective policy implementation.

Government spokesman Cyrus Oguna hailed the report, stating it will make the government more responsive in communication.

The task force was formed to study and review existing policies and laws on public communication and information, advise on their appropriateness, and identify gaps in staffing levels that hinder effective articulation of government agenda.
