On September 10, 2019, the Kisumu County Assembly witnessed chaotic scenes during the election of acting Speaker Elisha Oraro, with several MCAs engaging in a fist fight and destroying assembly materials.

According to Kisumu County Assembly Minority Leader Oiko Pete, the powers and privileges committee found MCAs Seth Kanga of Market Milimani ward and Joseph Olale of Nyalenda B culpable and fined them Ksh.30,000 each.

The duo will also miss three consecutive assembly sittings when they resume from the long recess, as per the committee's decision.

Other MCAs, including Habil Nyasuna of Masogo Nyangima Ward, Gard Olima of Central Nyakach, Roy Sano of Kajulu Ward, and Jackton Ogendo of Nyalenda A, were also suspended for three sittings and committee sessions.

The committee agreed to award Silas Kapesa, a sergeant-at-arms who was assaulted by Market Milimani MCA Seth Kanga, Kshs 60,000 for the ordeal.
