On December 11, 2019, Nairobi County Assembly Minority Leader David Mberia wrote to Speaker Beatrice Elachi requesting a special sitting to address the leadership crisis at City Hall.

The minority leader sought to convene the special sitting on Tuesday, December 17, to deliberate on the leadership crisis affecting the County Government of Nairobi, particularly the Office of the Governor.

However, Nairobi County Secretary Leboo Morintat has dismissed reports that operations at City Hall have stalled, stating that normal service delivery programs continue as per the governor's development agenda.

Senator Johnson Sakaja had also requested a special session to address the power vacuum at city hall, but Senate Speaker Kenneth Lusaka explained that convening a special sitting is a prerogative of the Majority and Minority leaders of the Upper House.

Governor Sonko, who has operated without a deputy governor since January 2018, is facing 19 corruption-related charges over irregular procurement and payment of over Ksh.357 million.
