President Uhuru Kenyatta and ODM leader Raila Odinga's Building Bridges Initiative (BBI) report has been hailed as a chance to clean up Kenya, despite its imperfections.
Commissioned to build a new and fair Kenya, the report focuses on the future of democracy and corruption, two issues that have plagued the country for decades.
According to the report, corruption has been the order of the day in Kenya, with meritocracy falling by the wayside and kleptocracy and oligarchical systems disenfranchising Kenyans.
The report notes that tackling corruption requires the help of external parties and the private sector, as well as transparency and accountability at all levels of government.
It proposes the establishment of new whistleblower schemes, with prizes of up to five per cent of recovered funds for those who provide crucial information on corruption deals.
Money laundering will be punished with heavy fines and long jail terms, and public servants and their families will be forbidden from participating in public tenders.
Additionally, the report calls for the strengthening of the judiciary, including the establishment of special magistrates and judges to deal with grievous cases of corruption and serious crimes.
For Kenya to move forward, corrupt judges can no longer be allowed to deliver justice in a corrupt system, the report emphasizes.
