On December 12, 2019, President John Magufuli of Tanzania addressed a seminar for the National Executive Committee of the ruling party, Chama Cha Mapinduzi (CCM), in Mwanza, a city on the shores of Lake Victoria.

Magufuli cautioned the party against complacency, warning that it could lead to the party losing the trust of the people. He cited the demise of many African ruling parties as a result of complacency.

"Complacence led to the demise of most of the ruling parties in Africa," Magufuli said, emphasizing the need for the party to reinvent itself and develop its capacity to serve the people.

He requested the delegates to assess the party's background history, its current trend, and put in place policies that focused on serving the people. Magufuli also asked the party to develop policies for the next 10 years, starting from 2020, and implementation plans for its manifesto for the next five years, also beginning in 2020.

Magufuli commended the party for its landslide victory in the November 24 civic polls, which saw the party secure 99.9 percent of the votes. He attributed this success to the party's ability to connect with the people and said it was a reflection of the party's strength ahead of the 2020 general elections.
