On December 11, 2019, a disturbing case of alleged defilement came to light in Homa Bay, where a police officer was arrested for his involvement in the abuse of a minor.
Constable Kelvin Muturi, a police officer stationed in Rangwe, was arrested on Tuesday evening following orders from the Office of the Directorate of Public Prosecution (ODPP).
According to the allegations, Muturi repeatedly sexually abused the 15-year-old girl on diverse dates between January and September.
The victim, an orphan, had been staying at the police station after she allegedly ran away from her guardian's home in September.
She was being held in a police cell due to the lack of a special facility for children in such cases at the station.
During her stay, Muturi reportedly sneaked into the cell and took the girl to his house, where he allegedly had a sexual relationship with her and provided her with money.
The girl's family discovered the abuse and reported the matter to the police, leading to an investigation.
Meanwhile, in a separate incident, the High Court in Siaya quashed a life sentence handed to a man found guilty of defiling a minor by a Magistrate Court in Ukwala.
The convict, Peter Odhiambo Otieno, had been serving a 10-month sentence at Kodiaga Prison before being released after the High Court's verdict.
