Charging Nairobi Drivers for Parking Won't Ease Congestion

On December 7, 2019, the High Court suspended the new parking fees structure imposed by the city government in Nairobi's central business district, bringing relief to motorists who have no choice but to park there.

However, the suspension may be short-lived, and motorists may soon face the difficult decision of leaving their cars at home and walking or using public transport, or digging deeper into their pockets to pay for parking.

The city government's decision to impose a punitive charge without explaining how the money raised will be used has raised questions about the rationale behind the move.

Many motorists would prefer to leave their vehicles at home, but driving in Nairobi's chaotic traffic has become a necessary evil for those who need to make a living.

City motorists are not gluttons for punishment and would do anything for peace of mind, but the current parking fees of Sh2,000 a week are a significant burden, especially for those who own cars through loans that need to be serviced.

UN-Habitat Executive Director Maimunah Sharif recently suggested that Kenyans should cycle or walk to work, but this is not a viable option for many, especially those who cannot afford bus fare.

Infrastructure projects such as walkways, bicycle lanes, and signage are essential for promoting non-motorized traffic, but policymakers may be hesitant to implement them due to the lack of opportunities for kickbacks.

City traffic management officials, such as Mr. Tom Tinega, have defended the hefty parking fee increases, but their arguments have been criticized for prioritizing revenue over decongesting the city.

It remains to be seen how the High Court will rule on the matter of the parking fee increase on January 21, but one thing is clear: the city government will face challenges in implementing the plan, especially in the public service sector.
