Trump Officials Dispute Giuliani Call Logs in Bid to Weaken Democrats' Impeachment Case

Published on December 6, 2019, the House Intelligence Committee's report on President Trump's dealings with Ukraine revealed a pattern of pressure on the country's new president to announce investigations that could benefit Trump politically.

As part of its investigation, the committee released a list of calls between Trump's personal lawyer Rudolph W. Giuliani and White House phone numbers, including one associated with the Office of Management and Budget (OMB).

However, administration officials disputed some of the details in the report, claiming that the phone number in question was a generic White House switchboard number, (202) 395-0000, and not a specific number associated with the OMB.

According to people familiar with the phone records, the number was listed as associated with the OMB, but also with other offices in the White House, including the National Security Council.

A review of OMB call logs showed that no one spoke with Giuliani around the times of the calls in April and August, an OMB official said.

Despite the dispute over the call logs, administration officials have not contested the broader assertion that Giuliani was in close contact with the White House as he carried out a shadow Ukraine policy.

Giuliani has given different answers publicly about whether he spoke with anyone at the OMB, with one statement claiming he had nothing to do with the administration's decision to withhold aid from Ukraine, and another stating he did not remember calling the OMB.
