On December 2, 2019, Speaker of the National Assembly Justin Muturi sparked controversy when he stated that the Building Bridges Initiative (BBI) report cannot be debated in its current form in the National Assembly.
Muturi argued that the BBI report is wholly owned by the executive arm of the government and can only be permitted for debate in Parliament as a government policy document from the executive through the President's address.
He emphasized that the report is embryonic in terms of being a legislative document and cannot be introduced in Parliament in its current form.
However, Muturi suggested that the BBI report can find its way into Parliament in the form of a bill that will be tendered in the county Assemblies for consideration before being introduced in the National and Senate Assembly.
His remarks have stirred up mixed reactions from the political arena, with some politicians supporting the parliamentary route while others allied to Raila Odinga pushing for a BBI referendum.
Responding to Muturi's sentiments, Gatundu South Member of Parliament Moses Kuria announced that he will commence a move to impeach the speaker.
