On December 1, 2019, the National Assembly's Public Accounts Committee (PAC) directed the Treasury to conduct an audit of stalled national government projects to identify measures to finance and complete them.
The audit is expected to cover projects worth Sh2.55 billion that were funded in the 2016/17 budget but remain either stalled or incomplete.
According to the PAC report, the Treasury has been accused of incurring huge expenditure on projects that have either stalled or remained incomplete for a long time, even past their completion dates.
Some of the stalled projects include the construction of staff houses worth Sh876.25 million under the State Department of Prisons, the in-block irrigation project in Kimira Oluch, Homa Bay, worth Sh746.5 million under the State Department of Natural Resources, and court projects worth Sh625.63 million.
Other incomplete projects include the proposed National Employment Promotion Centre in Kabete, worth Sh117.9 million under the Department of Labour, and the proposed Lamu East Technical Training Institute and Kakrao Technical Training Institute in Migori, worth Sh38.08 million and Sh48.72 million respectively.
