Published on December 1, 2019, the investigation into the Sh2.7 billion tender scandal at the Kenya Ports Authority (KPA) has been marred by delays, fuelling speculation about high-level interference.
The Directorate of Criminal Investigations (DCI) is investigating fraud related to the procurement of works at Makongeni Goods Shed yard, concrete barriers for various ports, and the Kisumu port.
Despite submitting their investigation file to the Office of the Director of Public Prosecutions (ODPP) on November 12, the DCI was still interrogating the embattled Managing Director and KPA board members as late as last week.
DCI officers claim they have sufficient evidence to convict those involved, but prosecutors at the ODPP remain unconvinced, creating a sticking point in the investigation.
Former Chief of Defence Forces Joseph Kibwana, the KPA board chairman, denied reports that he had been summoned by the DCI, stating that he had only rescheduled his appearance and met with investigators on Thursday.
