On November 27, 2019, the Building Bridges Initiative (BBI) report was launched, sparking a change of heart among the Council of Governors.
Chairman Wycliffe Oparanya's praise for the BBI report raised eyebrows, given the county bosses' independent push for constitutional changes.
According to sources, the governors are now considering abandoning their Ugatuzi Initiative in favor of the BBI report.
Makueni Governor Kivutha Kibwana, co-chair of the team advising governors on constitutional reforms, praised the BBI report's proposals.
Prof Kibwana explained that the BBI report had addressed most of the issues the governors had raised through their Ugatuzi Initiative.
“The Constitutional Committee at the Council of Governors will sit and analyse the BBI report so that we advise governors on the way forward. We shall be seeking to bring Ugatuzi Initiative on board the national conversation stemming from the just-released BBI report because the report has addressed most of the issues the governors had raised,” Prof Kibwana said.
With the BBI report now the only avenue for revising the Constitution, the county bosses' change of heart leaves Dr Ekuru Aukot's Punguza Mizingo Initiative in the dust.
