On November 30, 2019, a court ordered the transfer of mentally-ill suspect Morris Mwiti M'Iramba from Meru Prison to Mathari Hospital, but prison officer Athman Ali allegedly failed to comply.

Mwiti was arrested on September 24 and charged with creating disturbance after he allegedly doused his household belongings in petrol and threatened to set them on fire.

Following his arrest, Mwiti was examined at the Meru Level Five Hospital on September 26 while accompanied by officers from Meru Prison. Dr Mwikamba Andrea's report diagnosed Mwiti as suffering from schizophrenia.

According to Dr Mwikamba, 'The patient is of unsound mind and not fit to plead.'
