On November 29, 2019, a biometric report revealed that Nairobi County's workforce is predominantly aged, with 86% of employees above 50 years old. The report, which was delayed for over four months, showed that 5,709 out of 11,603 City Hall workers are aged 50 years and above.

Interestingly, the report also stated that 19 employees above 60 years of age, the retirement age, are still on the payroll. This raises concerns about the county's workforce management and the impact of aging employees on service delivery.

According to the report, only 792 employees are below the age of 35, which contradicts Governor Mike Sonko's claim that his government has a high percentage of youths. Sonko has consistently touted his youth-led administration, but the biometric report paints a different picture.

The report also highlighted the gender disparity in the workforce, with females accounting for 6,118 employees against 5,485 males. City Hall's acting County Secretary, Leboo Morintat, noted that the county could not account for 385 workers on the payroll registered in April 2019.

Kenya Insights published an article on November 29, 2019, where Treasury CS Ukur Yattani admitted that ghost workers have been exorcised by both governments. However, the biometric report raises questions about the accuracy of this claim and the need for a thorough review of the county's payroll system.
