On November 27, 2019, President Uhuru Kenyatta and ODM leader Raila Odinga launched the Building Bridges Initiative (BBI) report, sparking a promise from exiled Kenyan lawyer Miguna Miguna to return to Kenya.

Miguna, who holds Canadian citizenship, has been at odds with the Kenyan government over his citizenship status. He denies government claims that he acquired Canadian citizenship after renouncing his Kenyan citizenship in 1998.

Following the BBI report launch, Miguna tweeted, 'They (Kenyatta and Odinga) have publicly stated that they respect citizenship rights and want to unite Kenyans. To prove that they are serious, let them obey court orders and give me my passport.'

Miguna's return to Kenya is expected to be a test of the government's commitment to upholding citizenship rights. He was twice deported in 2018 following a major political dispute that arose after the 2017 Presidential Election.
