On November 27, 2019, the Budget and Appropriation Committee of the National Assembly made a series of recommendations regarding the 2019/20 financial year budget.
One of the key recommendations was for a special forensic audit on the Integrated Identity Management System, also known as Huduma Namba, before granting an additional Ksh.1 billion.
The committee also proposed approval of only Ksh.49.7 billion for the 2019/20 financial year, a reduction from the initial request of Ksh.80.1 billion.
The committee took issue with the National Treasury's spending and implementation of the budget, stating that it was in total disregard of parliament's recommendations.
Furthermore, the committee recommended that funds for Universal Health Care be channeled directly to the counties, rather than through the National Government.
The committee also criticized Acting National Treasury CS Ukur Yatani for reducing the Judiciary and Parliament's 2019/20 financial year budgets without parliamentary approval.
The supplementary budget presented by the Treasury would have seen the public debt hit Ksh.6.4 trillion, worsening the already straining debt burden.
However, the committee proposed an overall increase of Ksh.49.77 billion, comprising an increase of Ksh.50.57 in development spending and a reduction of Ksh.799.02 million in recurrent expenditure.
