On November 27, 2019, the Chairman of the Building Bridges Initiative (BBI) taskforce, Senator Yusuf Haji, emphasized the importance of fully implementing the report to prevent it from being shelved like previous reports.

Speaking at the Bomas of Kenya during the unveiling of the report, Senator Haji assured Kenyans that the report captured the views of all Kenyans and aimed to ensure inclusivity for a better Kenya.

Senator Haji expressed concern that previous reports on outstanding national issues had not seen the light of day, and he urged Kenyans to read and understand the report before making their decision.

The report, a culmination of the March 2018 handshake between President Uhuru Kenyatta and Raila Odinga, proposes radical changes to the country's governance structure, including the establishment of a robust opposition and a homegrown system of government.

The BBI team recommends that the runners-up of the Presidential election become an ex-officio Member of Parliament and the Leader of the Official Opposition.

According to the report, the Prime Minister will control and supervise the execution of day-to-day functions and affairs of the government, while the President will remain Head of State and Government, and Commander in Chief of the Defence Forces.

The report also proposes changes to the Independent Electoral and Boundaries Commission (IEBC), including the removal of current commissioners and the establishment of a new team before the next general election.
