On November 26, 2019, the Building Bridges Initiative (BBI) report was released, addressing concerns about the executive's structure. The report's findings directly contradict claims made by the Tanga Tanga wing of Jubilee, which alleged that the BBI would expand the executive and grant positions to a select few.
The BBI report actually proposes a governance structure headed by a president, with a Prime Minister elected by the National Assembly. This Prime Minister would be responsible for overseeing the day-to-day functions of the government and would also serve as the leader of government business in Parliament and chair of Cabinet Sub-committees.
Additionally, the report recommends that the Principal Secretary in the Prime Minister's office chair the technical implementation committee, comprising all principal secretaries. The report also proposes the return of Prime Minister's time, allowing MPs to pose questions directly to the premier and cabinet ministers.
These recommendations aim to strengthen the governance structure and increase transparency within the government.
