According to Governor Mutua, the release of the BBI report marks a crucial moment in Kenya's history, with President Uhuru Kenyatta and former Prime Minister Raila Odinga set to jointly receive the report before making it public the following day at the Bomas of Kenya in Nairobi.
"As the president said, only a fool would say that Kenya is perfect and doesn't need revamping," Governor Mutua stated, emphasizing the need for change. He added that even the airplane has undergone numerous transformations since its invention, and that the BBI report offers an opportunity for Kenya to lay down a system that people can believe in.
While some politicians have expressed reservations about the report, Governor Mutua urged the public to approach it with an open mind, noting that the BBI report is not a Bill, but rather a document that will be presented to the public for their consideration.
Speculations surrounding the report's proposal for a Prime Minister's position have generated debate, with some arguing that it would create positions for a select few. However, Governor Mutua disagrees, suggesting that the position would help to tame the winner-takes-it-all mentality that pervades Kenyan politics.
Despite his support for the premiership position, Governor Mutua expressed opposition to the parliamentary system of government, citing concerns that members of parliament might use their powers to antagonize the Prime Minister.
