China's Control Over Philippines' Power Grid Raises Security Concerns

Published on November 26, 2019, a report has revealed that China's State Grid Corporation has a significant stake in the National Grid Corporation of the Philippines (NGCP), a private consortium that operates the country's power lines.

The report, prepared for lawmakers, found that China's State Grid Corporation has a 40% stake in the NGCP, which has been operating the country's power lines since 2009.

Philippine leaders have called for an urgent review of the arrangement, citing concerns that only Chinese engineers have access to key elements of the system.

The report warned that the system is currently 'under the full control' of the Chinese government, which has the 'full capability to disrupt national power systems.'

China's Ministry of Foreign Affairs responded to the report, stating that China's State Grid Corporation participates in projects run by the NGCP as a partner of local companies.

The report also highlighted concerns over the use of Huawei technology in the Philippine national grid, which is completely dependent on Huawei products and can only be operated by Chinese engineers.

The report urged lawmakers to return control and oversight of the key power systems to the Philippine government.
