Ring-fencing Funds for CBC: A Matter of Urgency

As the new education curriculum enters a critical stage next year, concerns are growing about the funding and logistical challenges that threaten its success. The pioneering group of learners pursuing the Competency-Based Curriculum (CBC) will enter Grade Four in January, marking the start of middle school.

Since its formal launch in 2018, CBC has shown promise despite teething challenges. Its unique component is inculcating practical skills in learners, a departure from the 8-4-4 system that focused on examination performance.

However, the progression of CBC to the next level requires proper preparation, which may not happen due to funding constraints. Last week, Parliament summoned Teachers Service Commission officials, asking them to forfeit part of the allocated cash in the 2019/20 financial year.

Specifically, the TSC was required to cut back its expenditure by Sh364 million, from the allocated Sh252 billion. This has serious ramifications on the rollout of the CBC, including the potential suspension of teacher training sessions.

Teacher training is due to commence next month and another session in April, but the scale-down is bound to hurt inspection and monitoring of teaching and learning in schools. It is paramount that the government prioritizes CBC implementation by allocating adequate financial and logistical resources.

Education is a long-term investment, and the government must recognize its importance in creating human resource and preparing the workforce for the country's future.
