On November 24, 2019, police officers from the Karuri DCI office raided an apartment in Ruaka, discovering a brothel operating on the seventh floor of a nine-storey building.
The operation, which began around 4pm, involved the rescue of 10 underage girls who were found locked in the house with some in bed with clients.
Investigations revealed that the brothel had been operating since the beginning of the year, with the former Cabinet Secretary believed to be the mastermind behind the operation.
The girls, who were promised Ksh. 10,000 per day, were instead forced into prostitution, with some receiving as little as 25% of the payment.
Police recovered unused condoms and sex toys, including those imported illegally into the country, from the house located about 200 metres from Ruaka shopping Centre.
Three suspects, including a 44-year-old man believed to be the brothel manager, were arrested and charged before the Kiambu magistrate's court.
They denied seven counts of sexual offences and were released on a Ksh. 1 million cash bail.
