On November 18, 2019, the Communications Authority of Kenya (CA) launched the Voice Infrastructure project, connecting 68 sub-locations across the country to mobile network services. This initiative, administered by the CA, aims to bridge the digital divide in rural areas by facilitating network deployment and service provision.

The project, which has so far collected Sh9.1 billion in the Universal Service Fund (USF) kitty, has connected sub-locations in Narok, Turkana, West Pokot, Samburu, Marsabit, Kajiado, Baringo, Isiolo, Mandera, Wajir, Garissa, Kitui, Kilifi, and Kwale counties. The project has benefited 290,000 people who were initially unable to receive or make calls.

Speaking at the launch of the project in Narok County, CA's acting Director-General, Mrs. Mercy Wanjau, noted that the availability of mobile services in these areas would have a ripple effect on other facets of society, including health, agriculture, education, and financial inclusion.

CA Chairman Mr. Ngene Gituku emphasized that while the Authority has collected Sh9.1 billion in the USF kitty, the amount is far from adequate to bridge the existing digital divide in the country. He noted that the resources required to close the initial Voice and Education Broadband connectivity gaps up to the 2022/23 financial year are estimated at Sh11.16 billion.

The launch of phase one of the project paves the way for the commencement of phase 2, targeting 123 sub-locations spread across 17 counties. The government considers lowering the cost of ICT services as key in driving affordability and ensuring the country remains competitive and attractive for investment.
