On November 14, 2019, Homa Bay Governor Cyprian Awiti appeared before the Senate's Public Accounts and Investments Committee (PAIC) to answer questions about public funds allocated to his county.

Awiti had previously failed to honor several summons issued by the PAIC, prompting the committee's Chairman, Homa Bay Senator Moses Kajwang', to threaten the issuance of a warrant of arrest.

However, Awiti defended his absence, stating that he had been undergoing treatment abroad, including a trip to Germany and India.

During the hearing, Awiti tabled a document written in German, which left senators confused and questioning his claim of being unwell.

Awiti further explained that senators should be lenient with him because he could not read some of the documents needed to fully understand the happenings in the county during his absence.

"I have been unwell. I cannot even read well now. I was recently in Germany and India for treatment. My eyes are really troubling me," Awiti stated.
