On November 13, 2019, a civil society organization, Power Charitable Organisation, wrote to the Ethics and Anti-Corruption Commission (EACC) and the Directorate of Criminal Investigations (DCI) demanding a probe into allegations of sexual harassment against Mombasa County Agriculture CEC Hassan Bakari Mwamtoa.

The allegations stem from a report lodged by a woman who claimed that Mwamtoa had been begging her for sex in exchange for a job in his offices.

According to the NGO's acting coordinator, Mgandi Kalinga, Mwamtoa violated Chapter Six of the Constitution on leadership and integrity and should be investigated.

Responding to the allegations, Mwamtoa dismissed them as baseless, stating that he had no time to engage with the accusations and that they were unfounded.

Mwamtoa was nominated to the County's Cabinet by Governor Joho and was previously Hezron Awiti's running mate in the August 8 election.
