Jubilee's Aden Duale Breaks Ranks with DP Ruto, Backs Raila's Parliamentary System Bid

Published on November 10, 2019, National Assembly Majority Leader Aden Duale has made a significant political move by breaking ranks with Deputy President William Ruto over the proposed referendum to adopt a parliamentary system of government.

Garissa Township MP Duale, a key pillar in the Jubilee government, has declared his support for Raila Odinga's bid to shift from the current presidential system to a parliamentary system.

According to Duale, the current system has led to ethnic political polarization, favoring the Mt. Kenya region over other parts of the country.

“It is time to end this tyranny of numbers where a few communities can come together and form a winning coalition. We must have a governance system where every community has an opportunity to lead this country,” Duale stated in an interview with Sunday Standard.

He further faulted the presidential system for the culture of political hostility, saying that shifting to a parliamentary system would address the feeling of political exclusion every electoral cycle.

“I pray that as the Building Bridges Initiative submits their report in addressing inclusivity, reducing ethnic politics and war on corruption among other things, they will recommend a referendum to usher in a parliamentary system where both political and economic power will be shared horizontally,” Duale said.
