Rwanda-Uganda Border Row: Kagame Blames Kampala for Delayed Talks

On November 8, 2019, President Paul Kagame expressed his disappointment with Uganda for not organizing a second bilateral meeting to discuss and resolve issues that have led to the closure of their shared border.

The border has been closed since late February, with Rwanda restricting the entry of Ugandan goods and stopping its citizens from crossing into Uganda.

President Kagame attributed the tension between the two countries to Uganda's support for Rwandan rebels and the detention of Rwandans in Uganda without trial.

He stated that some of the detained Rwandans were arrested for being in Uganda illegally, while others were accused of being spies or refusing to join rebel groups.

President Kagame noted that a meeting in Kigali had been successful in August, but a follow-up meeting in Kampala, scheduled for 30 days later, did not take place.
