On November 2, 2019, Kisumu Central MP Fred Ouda shared his vision for the constituency with the Standard. As the patron of Kisumu Central NG-CDF, he has focused on education, security, and infrastructure.

Under his leadership, 13,000 needy students have benefited from bursaries since 2017, while another 200,000 have received scholarships. In a notable initiative, he distributed bursaries worth Sh22 million to 4,200 needy students in his constituency last year, with each applicant receiving at least Sh5,200.

Several schools have been rehabilitated, expanded, or beautified through the MP's initiative, including Nanga and Kudho, Arina, Kaloleni, and Shauri Moyo. The constituency fund is also constructing new latrines to improve sanitation at these schools.

At Kosawo Primary School, the MP is building new ultra-modern classrooms to decongest existing classes. Additionally, the constituency fund is putting up six classrooms and constructing a Sh7 million administration block at St Teresa's Secondary School and a Sh8 million multi-purpose hall at Joel Omino Secondary School.

Victoria Primary School has received Sh3.6 million for renovations, while Central Primary School got Sh1.6 million. The constituency fund has also renovated six classrooms at Kisumu Day Secondary School and is building a Sh6.7 million ultra-modern ablution block at the school.

MP Ouda has also helped Kisumu Boys, Kisumu Girls, and the Kenya Medical Training College - Lake Victoria campus. He has big plans for education in the constituency, aiming to leave it better than he found it.
