Published on November 7, 2019, a letter by Samuel Kimani sparked debate on the promotion of diploma holders in the teaching service.

The Teachers Service Commission (TSC) conducted a job evaluation in 2015/2016, in consultation with the Salaries and Remuneration Commission (SRC), to establish the relative worth of teaching jobs and link it to remuneration and benefits.

Teachers were involved in the evaluation, which formed the basis of the 2017-2021 collective bargaining agreement (CBA) signed between the TSC and the teachers' unions.
