Minet Kenya Challenges MPs' Medical Insurance Cover Award

On November 4, 2019, insurance broker Minet Kenya filed a complaint with the Public Procurement Administrative Review Board (PPARB) to contest the award of a tender for provision of Parliament staff medical cover to Liaison Healthcare.

Minet Kenya claimed that the decision by the Parliamentary Service Commission (PSC) to award the contract to Liaison was irregular, unlawful, unfair, and possibly tainted with bad faith and ill motive.

According to Minet Kenya, its bid of Sh338.1 million was significantly lower than Liaison's bid of Sh370.1 million, making it the most responsive and competitive offer.

However, the PSC had rejected Minet Kenya's application, citing the company's failure to attach the required documents, including a valid certificate of membership to the Medical Insurance Providers Association of Kenya (Mipak).

Minet Kenya disputed this claim, arguing that the tender required applicants to attach either a valid certificate of membership to the Association of Kenya Insurers (AKI) or Mipak.

The award of the contract to Liaison comes despite a resolution passed by MPs to reject the current provider's services, citing ineffectiveness and forcing them to pay bills and those of their dependants.
