On November 4, 2019, the ODM party announced plans to take the IEBC to court over the Kibra voter register after the electoral body failed to comply with their requests.
According to Edwin Sifuna, the party's Secretary General, numerous Kibra voters had complained that their names were not in the register.
ODM had demanded the IEBC to provide an updated voters' roll for the constituency, which could be verified by all constituents. However, IEBC issued a gazette notice confirming the revision of the register, but ODM claimed the register was incomplete.
ODM Secretary General Edwin Sifuna stated, 'The IEBC has not fulfilled its promise. Instead, on the 24th of this month, the Commission released an incomplete register, making the whole exercise a charade. What IEBC released does not contain ID numbers which makes it difficult for voters to verify their registration particulars.'
IEBC responded by refuting the claims, stating that the right to access information is not absolute in order to protect voters' privacy.
IEBC Chairman Wafula Chebukati said, 'The management has put in place mechanism to ensure confidentiality in the management of information provided in the register of voter and thus in availing the Register of Voter cannot therefore avail full identification numbers and phone numbers.'
