On October 20, 2019, the Kenya Rugby Sevens team, Morans, celebrated a victory over South Africa at the Rugby Football Union Grounds.

However, behind the scenes, the Kenya Rugby Union (KRU) was facing a financial crisis. In July, the Sports Fund approved a total of Sh94 million to fund various activities of KRU, including Sh15 million for the under-20 team's participation in the age category World Cup in Brazil and Sh35 million to support the National Rugby Women team's participation in the Rugby Women's Cup in South Africa.

Another Sh43 million was approved to facilitate the Rugby men's team's participation in the Gold Cup in September. Despite this approval, the KRU was denied the funds due to the failure of Sports Principal Secretary Peter Kaberia and the fund chairman Jackson Tuwei to sign a document that would have allowed the union to receive the money.

The Sports Fund's written resolution, dated July 16, was never signed by Kaberia and Tuwei, effectively crippling the union and leaving it unable to pay its debts or avoid the embarrassment of being auctioned.
