Kenya is seeking international assistance to disrupt the finances of the Al Shabaab terror group, which remains active despite military operations in the region.
According to Kenya's High Commissioner to the UK, Manoah Esipisu, regional and international partners must work together with the federal and regional governments of Somalia to design and implement a framework for combating Al Shabaab's financing.
Speaking at the Institute for Strategic Studies in London, Esipisu emphasized the importance of addressing cash-based financing in areas where terrorists operate, rather than focusing solely on countering terrorism financing measures in formal banking and money transfer systems.
He also highlighted the need to minimize or eliminate the threat of Al Shabaab to facilitate investment opportunities in East Africa, and called on countries to stop the group from holding its ground.
Esipisu argued that being able to hold its ground legitimizes the terror group's narrative of victory over states and the international community, feeding into its recruitment drive and the production of more bombers and shooters.
He emphasized the need for accountability systems, investment in preventive measures, and the safe reintegration of former operatives into society.
Esipisu also called for countries to build their abilities to safely deal with terrorist fighters returning to their countries of origin after engaging in hostilities.
