On October 27, 2019, Germany's foreign minister, Heiko Maas, visited Libya, where he met with Libyan officials and the UN envoy to Libya, Ghassan Salame.

During his visit, Maas emphasized the need to stop foreign influence in Libya, which he described as a "fundamental problem" in the crisis.

Maas made his remarks alongside Libyan counterpart Mohamed Taher Siala and UN envoy Ghassan Salame in the town of Zuwarah, 100 kilometers west of Tripoli.

Earlier, the three met with Fayez al-Sarraj, head of the United Nations-recognised Government of National Accord (GNA) based in Tripoli.

Maas described the process being prepared for Berlin under a United Nations plan of action as a "serious process involving influential states".

The conference date is yet to be finalised but will likely be in November or early December, according to Siala.

Libya has been embroiled in conflict since the fall of long-standing dictator Moamer Kadhafi in 2011.
