Published on October 26, 2019, a report by Weekly Citizen revealed that Deputy President William Ruto had planned to boycott the handover of the Building Bridges Initiative (BBI) report to President Uhuru Kenyatta and opposition chief Raila Odinga.

According to the report, Ruto was unhappy with some key recommendations in the BBI report and had planted moles within the team to gather updates.

Politicians allied to Ruto from the Mt. Kenya region had threatened to shoot down proposals in the BBI report even before it reached Uhuru and Raila for analysis.

Despite the National Intelligence Service scrutinizing the secretaries, details of the discussions within the team leaked to Ruto, who had been informed of the report's contents.

Ruto had termed the introduction of a parliamentary system of government with a powerful Prime Minister and two deputies as a personal agenda, contrary to the BBI proposal.
