On October 26, 2019, President Uhuru Kenyatta and Raila Odinga were in Sochi, Russia, attending the Russia-Africa Summit, a gathering of over 30 heads of state and government.

While in Sochi, the two leaders held a secret meeting at the sidelines of the summit, accompanied by their close aides. Uhuru was joined by outgoing Head of Civil Service Joseph Kinywa and Interior PS Karanja Kibicho, while Raila was accompanied by Junet Mohammed and Adams Oloo.

The meeting has sparked speculation that the two leaders are plotting against detractors of the Building Bridges Initiative (BBI) report, which they have strongly supported.

It is alleged that Deputy President William Ruto has resorted to using MPs from Uhuru's backyard to fight the BBI report, even before it is presented to the president.

Uhuru and Raila are believed to have discussed ways to rally their troops to whip up support for the BBI report, given its significance to the success of their 'handshake'.
