Published on October 23, 2019, a report by Weekly Citizen uncovered a scandal involving Kakamega County health officials, including public health chief officer Everlyne Mulunji, community health services coordinator Chris Lumiti, and his deputy Stephen Anjeche.
The trio is accused of misappropriating Sh6.6 million meant for a health program, with some allegedly using the funds for personal expenses, including hotel stays and sex.
According to the report, Anjeche is accused of signing an imprest of Sh5,694,000 meant to train community health volunteers. However, records show that the training never took place.
Instead, Anjeche allegedly booked a hotel with four ladies and three men and started sending money via Mpesa to proxies' phones. They were said to have engaged in unprotected sex and merry-making at the hotel.
It is alleged that Anjeche produced a hotel sex payment list as evidence of the participants, showing the amount CHVS received on their mobile phones.
The committee report also shows that Anjeche agreed to have forged crucial documents to surrender the imprests.
Other officials implicated in the scam include Lumiti, who allegedly demanded Sh1.3 million from Anjeche to protect them. According to Anjeche, Lumiti called him at Kakamega Golf Hotel and demanded to be given governor Wycliffe Oparanya's business associate, Sir Rodger Martins.
Martins has been linked to Imarisha Afya ya Mama na Mtoto, an organization allegedly being used to siphon millions from the county.
It has emerged that Lumiti and Mulunji, with pressure from Sir Rodger Martins, opened an Mpesa account to pay CHVS and irregularly withdrew Sh915,000 from Imarisha Mama Account.
What surprised many is that Mulunji, who is now a millionaire, claims she personally supervised the activities but never named the venues of training. She even produced old photographs done during previous training to try prove her point.
However, Mulunji, Lumiti, and Anjeche claim that the health committee members, chaired by Lukas Radoli, demanded Sh2.5 million from them so as to keep quiet but they refused, hence the current report laced with witchhunt.
“Radoli called me and I found him in a hotel located along Kakamega-Webuye highway. He was with two ladies and he gave me their mobile phone numbers to Mpesa them Sh120,000 each but I refused hence my troubles with him,” said one of the county health officials.
