President Uhuru Kenyatta's Building Bridges Initiative (BBI) taskforce has been working on a draft report since the March 9th, 2018 handshake with Orange Democratic Movement (ODM) leader Raila Odinga.
According to sources, the 14-member team has recommended a radical overhaul of the country's governance system, including the creation of a three-tier structure of government comprising the national government, county governments, and 14 regional governments.
Key proposals in the draft report include a seven-year, non-renewable term for the president, the election of regional prime ministers, and making the Senate the Upper House of the bicameral Parliament.
The BBI team also seeks to expand the executive through the creation of the position of the prime minister and deputy prime minister, and reduce the number of Senators and members of the National Assembly to address over-representation.
Deputy President William Ruto has already declared his opposition to any attempts to create more positions in government.
Other key recommendations by BBI include devolving the Independent Electoral and Boundaries Commission (IEBC) and reviewing the law to allow political parties to nominate commissioners to the electoral commission.
While the report is ready, BBI joint secretary lawyer Paul Mwangi has said that they are bound by the oath from discussing it, and are waiting for President Kenyatta to make it public.
