On October 20, 2019, Moses Kuria, a member of parliament from Gatundu South, expressed his opposition to the Building Bridges Initiative's (BBI) proposal to change the leadership structure from a presidential system to a parliamentary system.

According to Kuria, the proposed change would allow a few individuals to manipulate the power of the people through parliamentary votes, undermining the will of the people.

He cited the example of the United Kingdom, where the people voted to leave the European Union, but the parliament later reversed the decision.

"That is the foolishness of a parliamentary system," Kuria said. "I don't see anyone bringing that foolishness here," he added.

The BBI team, led by President Uhuru Kenyatta and ODM leader Raila Odinga, has proposed that the president be elected by parliament instead of the people.

The proposed changes aim to reduce the number of counties from 47 to 14, among other reforms.
