Kenya's governance system is on the cusp of a major overhaul, with the leaked Building Bridges Initiative (BBI) report revealing plans to abolish the current 47 county governments and replace them with 14 regional governments.
According to the draft proposal, the BBI recommends the repeal of the County Governments Act 2012 and replace it with the Devolved Governments Act through a referendum, which will also create the regional governments as envisioned in the Bomas Draft.
Another significant change proposed by the BBI is the introduction of a seven-year, non-renewable term for the president and making the Senate the upper House of the bicameral Parliament.
The report also recommends the creation of the position of prime minister and deputy prime minister, which could open a new political battlefront.
Additionally, the BBI seeks to reduce the number of senators and MPs from 67 to 29 and 349 to 180 respectively, and scrap the positions of nominated senators and MPs.
