Handshake Team Proposes Radical Constitutional Reforms

Published on October 20, 2019, the Building Bridges Initiative (BBI) has finally released a report with a series of radical proposals to amend the Constitution.

Top in the list of proposals by the handshake team is the need to reduce the number of members of parliament from 349 to 180 and also having the president elected by a college of legislatures.

The team wants nominated positions abolished and 14 regional governments introduced, with each regional government allocated at least 45% of the national revenue.

The regional government as proposed should be allocated at least 45% of the national revenue, up from the current threshold of 15% for counties.

The report also recommends restructuring of Parliament to strengthen the Senate as the Upper House with 29 members, 2 elected from each of the 14 regional governments and a speaker.

The team also proposed restructuring of Parliament and abolishment of nominated positions in both the National Assembly and the Senate.

Reports indicate the team is set to officially handover their report to the president during Mashujaa Day celebrations on Sunday, October 20, in Mombasa county.
