On October 18, 2019, Education Cabinet Secretary Prof George Magoha re-appointed Dr Sarah Ruto as chairperson of the Kenya Institute of Curriculum Development (KICD) for a period of three years. This move comes as the Kenya National Qualification Authority (KNQA) has been without a board for a year, with Prof Bonaventure W. Kerre's term and that of his 9-member team expiring in October 2018.

Without a board, the KNQA cannot perform its functions, including the verification of academic certificates. The authority's role has evolved over time, with the Commission for University Education previously responsible for recognising foreign academic qualifications. However, this task has since been taken over by the KNQA, which came into effect in 2016 and regulates, coordinates, and harmonises various levels of education in the country.

The KNQA aims to introduce international best-practice to the educational sector and promote harmony and better coordination of awarding, recognition, and equation of qualifications. Despite the re-appointment of Dr Ruto, the KNQA will continue to wait for the Ministry of Education to act and allow its operations to resume.
