Nyamira MCAs Clash with Senate Over Governor's Performance

On October 19, 2019, the Nyamira county assembly sharply differed with the senate public investments and accounts committee over the recent appraisal of Governor John Nyagarama's performance.

The assembly's disagreement stemmed from remarks made by Moses Kajwang, the chairman of the senate public investments and accounts committee, during a televised interrogation of the governor's budget expenditure.

During the interrogation, Kajwang congratulated Nyagarama on what he described as a 'perfect job' in governance and development, stating, 'In fact, I happen to be a neighbour of Nyamira. Being the senator for Homa Bay, by looking at your report, I take the picture of Nyamira being a perfect government.'

However, on the same day, the county assembly was raising questions over reported misappropriation of Sh55 million meant to pay salary arrears for early childhood development education teachers by the governor and his education executive, Gladys Momanyi.

The assembly's nominated MCA, James Boera, presented a report detailing how the education department misappropriated close to Sh55 million, with Momanyi claiming that Sh17 million was used to pay for the National Health Insurance Fund for the teachers, a claim the ward reps deemed false.

The MCAs also pointed out that the county had not uploaded Sh24 million to the Integrated Financial Management System, which they considered suspect.

MCAs such as Jelidah Ibongia, Magombo MCA, and George Abuga expressed disappointment with Kajwang's remarks, describing them as a 'wrong message to the nation' and a 'negative to the reality in the county.'

The MCAs resolved to kick out the executive and vowed to push for recovery of the lost money from the governor and the CEC's personal accounts.
