On October 18, 2019, the Ethics and Anti-Corruption Commission (EACC) launched an investigation into the Auditor-General's office over the alleged irregular acquisition of Audit Vault software.
The software was acquired at a cost of Ksh. 100,675,680.80, significantly higher than the estimated cost of Ksh. 18,000,000.
According to the EACC, the payment of Ksh. 100,675,680.80 was exaggerated, with only Ksh. 36 million being legitimately paid to Oracle for the acquired software.
The remaining Ksh. 64 million was allegedly paid as a kickback to public officials, private persons, and their associated companies.
Following the investigation, six suspects were arrested, including former Deputy Auditor General Stephen Ndun'gu, ICT Director Justus Ongera, and IT Department Manager Annette Mwangi.
Additionally, 18 other individuals were directed to present themselves at the Integrity Center, including directors from Enkei Holdings, Open Systems Integration Kenya, and Mars Technology Limited.
The EACC established that a total of 24 individuals were involved in the fraud, with offences including conspiracy to commit economic crimes, conflict of interest, and money laundering.
