On October 18, 2019, ICT Cabinet Secretary Joe Mucheru sparked outrage by reappointing the late Robert Kochalle to the Kenya Film Classification Board (KFCB) in a Kenya gazette notice.

According to the notice, Mucheru reappointed Gathoni Kung'u, Robert Kochalle, and Nereah Alouch Okanga as members of the KFCB for a period of three years, effective October 21, 2019.

However, KFCB CEO Ezekiel Mutua downplayed the issue, stating that it was a small mistake being blown out of proportion.

Mutua claimed that the Board had presented the notification to the Ministry for replacement, inadvertently reappointing Kochalle. He also stated that the conversation started when the KFCB was under the Ministry of Sports & Culture.

It is worth noting that Kochalle had passed away in May 2018 at the Aga Khan Hospital, as confirmed by an obituary placed by the Board in the Daily Nation.
