Taiwan Presses Hong Kong to Investigate Murder Suspect

On October 17, 2019, Taiwan's Ministry of Justice called on Hong Kong authorities to keep investigating Chan Tong-kai, a murder suspect whose case has been linked to the city's ongoing protest movement.

Chan, who is currently serving a 29-month sentence for money laundering in a Hong Kong prison, has expressed a willingness to travel to Taiwan to give himself up after his impending release, which could come as early as next week.

According to Chan, he strangled his girlfriend, Poon Hiu-wing, on a Valentine's Day trip to Taiwan last year, stuffed her body into a suitcase, and hid it near a subway station in Taipei.

Taiwan's Ministry of Justice has stated that it will provide evidence in Chan's case on a 'foundation of equal status, dignity and mutual benefit.'

However, Hong Kong does not have an extradition agreement with Taiwan, and its government has cited Ms. Poon's killing and the obstacles to sending Chan to Taiwan when it introduced legislation in February that would have allowed Hong Kong to send criminal suspects to places with which it does not have extradition treaties.
